Louise Joy is an experienced healthcare attorney at Reed Claymon with a longstanding focus on regulatory, licensing, and administrative law. Board Certified in Administrative Law by the Texas Board of Legal Specialization since 1995, Louise brings a unique blend of legal insight and healthcare operations experience to her clients, developed over a distinguished career spanning both law and hospital administration.

Proven Leadership in Healthcare Law and Policy

Louise’s background combines deep legal knowledge with firsthand experience in hospital operations. Prior to entering law, she earned her Master of Health Services Administration from The George Washington University and held administrative roles at Southwest General Hospital in San Antonio. This foundation continues to inform her counsel to healthcare entities on Medicare Conditions of Participation, EMTALA compliance, Medicaid and Medicare enrollment, and facility licensure and operations under Texas and federal law.

Louise co-founded the respected healthcare law firm Joy & Young, L.L.P., where she built a practice centered on advising providers through complex regulatory frameworks. Earlier in her career, she practiced at Fulbright & Jaworski L.L.P. and clerked for Justice Raul Gonzalez at the Texas Supreme Court.

Extensive Experience in Regulatory and Administrative Proceedings

 

Louise represents healthcare clients in a wide range of administrative matters at both state and federal levels. Her experience includes:

  • Representing facilities in Medicare compliance surveys, terminations, and Systems Improvement Agreements

  • Defending providers in EMTALA enforcement actions and training teams on EMTALA compliance

  • Advising on provider enrollment and appeals of Medicare and Medicaid denials, revocations, and deactivations

  • Counseling on medical staff governance, peer review proceedings, and facility licensure

  • Assisting with compliance during healthcare transactions and ownership changes

  • Addressing regulatory concerns in organ transplant programs, psychiatric hospitals, and ADA compliance​

Education and Professional Credentials


Louise earned her J.D., summa cum laude, from St. Mary’s University School of Law. She also holds a Master of Health Services Administration (with a concentration in acute care hospitals) from The George Washington University, where she completed a residency at Southwest General Hospital. Her undergraduate degree is in International Economics from Georgetown University’s School of Foreign Service.

She is licensed to practice in Texas and before the United States Supreme Court and is also a licensed mediator, having completed training through the University of Texas School of Law.

She is the author of EMTALA Practice and Resource Guide for the American Health Lawyers Association and co-author of Texas Medical Jurisprudence, among numerous other publications and presentations.
