Kevin Reed brings more than four decades of focused experience advising hospitals and health care systems on regulatory compliance, complex transactions, and medical staff and peer review matters. Board Certified in both Health Law and Administrative Law by the Texas Board of Legal Specialization, Kevin provides practical, operationally grounded guidance to hospital executives, administrators, and in‑house counsel facing an increasingly regulated environment.​

Kevin’s work spans the full lifecycle of hospital and health system operations—including acquisitions and sales, facility development, and governance and medical staff structures. He has represented numerous hospitals and hospital districts in the financing and construction of new facilities, the formation of new hospital districts and authorities, and the acquisition or lease of hospitals, medical office buildings, and related healthcare entities. Kevin also assists leadership teams in drafting and implementing medical staff bylaws, supporting credentialing, peer review, and fair-hearing processes that balance regulatory expectations with institutional culture.​

Trusted Advisor to Rural and Community Hospitals
For more than 30 years, Kevin has served as General Counsel for the Texas Organization of Rural & Community Hospitals (TORCH), counseling member hospitals on virtually every aspect of their operations. His experience in rural healthcare gives him a practical understanding of the financial, staffing, and compliance pressures facing community hospitals, and he regularly advises on contracting, regulatory strategy, and medical staff issues tailored to those settings.​

Professional Background, Leadership, and Recognition
Kevin earned his J.D. from The University of Texas School of Law and his B.A. (cum laude) from Salem College in West Virginia. He has held key leadership roles in the State Bar of Texas Health Law Section, including serving as Past Chair, and has served on both the Health Law Exam Commission and Health Law Advisory Commission for the Texas Board of Legal Specialization. His work has been consistently recognized in Chambers USA for Texas Health Law, The Best Lawyers in America® in Health Care Law (including “Lawyer of the Year” recognition), and as a Texas Super Lawyer in Health Law for more than 20 consecutive years, along with a Martindale-Hubbell AV Preeminent rating.​

Community Engagement and Mediation Experience
Beyond his client work, Kevin is active in church and community leadership, including service as Chair of the Board of Trustees of the Rio Texas Conference of the United Methodist Church and prior leadership roles in his local congregation. He was the first chair and a board member of Austin Region Justice for Our Neighbors, a nonprofit law office providing free legal services to immigrants and refugees, reflecting his longstanding commitment to access to justice. Kevin has also completed American Health Lawyers Association mediation training and frequently serves as a mediator and hearing officer in medical staff peer review matters, bringing a steady, solutions-oriented approach to sensitive internal disputes.​
