Hilary Young helps hospitals and health systems navigate some of their most difficult regulatory and enforcement challenges, with particular depth in EMTALA and Medicare participation issues. Board certified in Health Law, she advises institutional providers across Texas on day‑to‑day compliance, survey readiness, and response strategies when regulators are at the door.​

She frequently helps clients “reset” after adverse findings, develop corrective action plans, and align medical staff governance, patient rights, and reporting practices with federal and state requirements. Her experience with CMS survey and certification processes, sentinel events, and related reporting obligations gives hospitals a clear, practical path through situations that can threaten both operations and reputation.​

Recent topics include “surveys gone wrong,” the vanishing medical staff, mental health crises in acute‑care settings, and practical strategies for hospitals facing intense regulatory scrutiny.​

Hilary has served in significant leadership roles in both national and state bar organizations. She is a past Chair of the ABA Health Law Section, a past Chair of the ABA Section Officers Conference, and a past Chair of the State Bar of Texas Health Law Section, in addition to holding numerous other leadership and liaison positions. Her colleagues frequently seek her counsel on health law developments, section leadership, and mentoring the next generation of health law attorneys.​​

Hilary is board certified in Health Law by the Texas Board of Legal Specialization and holds an AV Preeminent rating from Martindale‑Hubbell. She is recognized in Chambers USA for Texas Health Law and has been repeatedly listed in Best Lawyers in America and Texas Super Lawyers for health law, including multiple “Lawyer of the Year” honors for her work representing healthcare providers. Before joining Reed Claymon, she co‑founded the health law firm Joy & Young, L.L.P., and clerked for the late Judge Jerre S. Williams of the U.S. Court of Appeals for the Fifth Circuit.​
